Stormwater Management

The City of Jackson currently operates under the National Pollutant Discharge Elimination System (NPDES) Phase II General Permit for Discharges for small municipal separate storm sewer systems (MS4s). This permit is issued by the Tennessee Department of Environment and Conservation (TDEC). The permit allows the municipality to discharge stormwater runoff from municipal drainage systems into the waters of Tennessee.

The permit requires the City of Jackson to develop and implement a Stormwater Management Program (SWMP) that consists of six program elements called minimum control measures. These measures consist of a set of programs to manage the quality of stormwater runoff from our storm sewer systems.

Stormwater Volunteer Request

The City of Jackson Storm Water Program works to provide public education and outreach regarding storm water pollution issues. We encourage public participation and involvement by organizing clean-ups, providing various storm water education activities, and presenting volunteer opportunities.   Some of our activities include Adopt-A Drain, EPA’s Trash Free Waters Program, and Household Hazardous Waste Collection Day.

Report Illicit Discharge

A major part of pollution prevention is the detection and elimination of illicit discharges. An illicit discharge is any substance discharged into the storm water drainage system that is not composed entirely of storm water and is not specifically exempted by the City of Jackson ordinances.

Illicit discharges can be trash, sediment, sewage, oil, grease, or any non-storm water substance that enters the storm water drainage system. Take action in preventing storm water pollution by reporting illicit discharges.

Report Construction Runoff

Excessive silt causes adverse impacts due to biological alterations, reduced passage in rivers and streams, higher drinking water treatment costs for removing the sediment, and the alteration of water’s physical/chemical properties, resulting in degradation of its quality. This degradation process is known as “siltation”.

Silt is one of the most frequently cited pollutants in Tennessee waterways. The most satisfactory method used to determine if a waterway has been polluted due to siltation has been biological surveys that include habitat assessments. For those streams where loss of biological integrity can be documented, the habitat assessment can determine if this loss is due to excessive silt deposits.

The City of Jackson Storm Water Program is monitoring construction sites to ensure that proper measures are installed and maintained to prevent construction runoff. If you see sediment running off of a construction site, report it on the form below:
